Outlaw Jenner threatening anyone is a ridiculous joke in all honesty. I suspect this began as a booster-addled practical joke that probably seemed like a good idea at the time. Or maybe it actually has a purpose? If one studies the text a little closer its fairly easy to see that what Outlaw Jenner really wants if for people to hire mercenaries to attack his organization wasting their ISK and achieving nothing much. He knows he cannot present a clear threat himself to a corporate leader who is currently away from space and supported by significant passive investment income regardless, so instead invites attacks onto himself in "payment" for his faux declaration of war.
Its really a kind of begging when all is said and done. Outlaw feels starved of attention and has his hands outstretched on the street-corner pleading for somebody to pay him enough attention through the office of a Concord war declaration. Quite the exhibition when all is said and done and let me just say in closing ... you are going to have to put your hand in your own wallet for once Outlaw and achieve accomplishments in space to gain much notoriety through this kind of stunt. Your past limitations in the art of space combat became rather pitifully evident when it took you six minutes to destroy my armor-tanked Sleipnir with half a dozen corp mates in a blue on blue shooting "gank" that cost you full reimbursement and groveling submission on your knees in payment after the event.
Lady Revan Neferis doesn't need any defense from the likes of you. Seriously. Say what you wish about my beautiful heretic lover but her schemes and plans and sweet insanity always funded itself at the end of the day. Nobody saw Revan with her hands outstretched begging the price of a cup of tea Outlaw. You learned nothing of any class while dogging her heels and tainting her shadow.

Ah love, you are right, though I can't help wishing the fool would widen his "war" to your closest people. It would give me some pleasure to blow up some of his ships I must admit. I do after all owe him some payback on that score for the 6v1 blue on blue "gank". Still, probably better we just let him bake in impotent rage in the long view. Will be interesting to see the shade of purple his cheeks can turn as a biological case study if nothing else.
